CSPI says it might reconsider its rating if specifications for food-grade titanium dioxide in the U.S. are updated to ensure nanoparticles are minimized, and new studies are conducted to assess its capacity to cause cancer or other health problems. 

But in 2021, EFSA reevaluated titanium dioxide to consider the impacts of its nanoparticle. After considering more studies, EFSA concluded that nanoparticle-size titanium dioxide can accumulate in the body, break DNA strands and cause chromosomal damage.

When used in food specifically, titanium dioxide is known as an additive called E171 and can be found in products like candy, chocolate, coffee creamer, cake decorations, chewing gum and even vitamin supplements. E171 is often used as coloring additive in foods, to lend the processed item a natural whiteness and opacity — such as in Skittles candy, where it's used as a white base to help give the candies their signature bright, colorful hue.

Titanium dioxide, or TiO2, sometimes referred to as E171, is an inorganic, solid substance used in a wide range of consumer goods including cosmetics, paint, plastic and food, according to the American Chemistry Council.

In 2017, the Scientific Committee on Consumer Safety (SCCS) warned that they should revise their recommendations if any new evidence emerges in the future related to the potentially harmful effects of TiO₂NPs used in a sunscreen formulation or if they can penetrate the skin. In fact, our work could contribute to this matter because it evaluated the skin penetration of a particular kind of TiO₂NPs. [8]

Titanium dioxide has similar uses in non-food products. It is used in sunscreen as effective protection against UVA/UVB rays from the sun, which creates a physical barrier between the sun’s rays and the skin. It’s also used to whiten paint, paper, plastic, ink, rubber, and cosmetics.

Cheap titanium dioxide manufacturers often emerge from regions where raw materials are abundant and labor costs are lower. Countries like China, India, and Vietnam have positioned themselves as major players in the titanium dioxide market, offering competitive pricing to attract buyers worldwide. However, while cost is undoubtedly important, buyers should also consider factors such as the quality of the product, production processes, and compliance with international standards.

Colour Characteristics

In 2019, EFSA published a statement on the review of the risk related to the exposure to food additive titanium dioxide (E171) performed by the French Agency for Food, Environment and Occupational Health Safety (ANSES). In its statement, EFSA highlighted that the ANSES opinion reiterated the uncertainties and data gaps previously identified by EFSA and did not present findings that invalidated the Authority’s previous conclusions on the safety of titanium dioxide.

TiO2 itself was officially first named and created in a laboratory in the late 1800s. It wasn’t mass manufactured until the early 20th century, when it started to take over as a safer alternative to other white pigments.

When asked about the recent Skittles lawsuit, the FDA said the agency does not comment on pending litigation.

In 2016, the European Food Safety Authority, or EFSA, assessed titanium dioxide and determined that the evidence available at the time didn’t conclusively point to any health problems for consumers.
